How much pressure do i need?

why don't my subs make girls hair...ummm whats the word??? "float"? i have 2 12" Fosgate HX2's in a sealed box onn an old school Fosgate Power1000 BD at 2ohms. now they shake peoples doors and windows but no ones hair? why?
